ECONOMIC-ORGANIZATIONAL STATE OF THE ROAD INFRASTRUCTURE OF UKRAINE IN TODAY'S CONDITIONS AND PROSPECTS FOR ITS DEVELOPMENT

Abstract

The article analyzes the current state of roads in Ukraine and concludes that the reason for the insufficiently satisfactory state and quality of roads is the destruction of the infrastructure of Ukraine due to Russian aggression and limited opportunities for the development of road management under the conditions of a military conflict. It has been established that, in such conditions, one of the ways to solve the problem is the financial assistance of friendly European countries through the financing of "Great Construction" programs. The possibility of implementing the concession construction of highways, based on the experience of some foreign countries, is being considered. The key normative legal acts defining the conditions of road construction under the concession scheme were considered. An assessment of the concession mechanism was carried out, conditions, participants, etc. were determined. It was established that the development of roads with the help of a concession agreement helps to attract investments in the country's road infrastructure and helps to increase its economic level. It is pointed out that for the road concession to be effective, a lot of work needs to be done, legal, economic, environmental and other aspects of road production must be coordinated. On the basis of the conducted research, the paths and prospects for the restoration and construction of roads in Ukraine in the post-war period are outlined. The basic algorithm for achieving the specified goals has been developed – here it is important to consider the possibility of saving resources, which at the national level will allow the redistribution of freed financial resources to other goals. The proposed road construction efficiency management model defines the order of procedures and the sequence of actions based on the interrelated type of strategic development and production efficiency management methods. This ensures a reasonable (taking into account the use of resources) strategic development of road infrastructure.
