DEVELOPMENT OF RURAL AREAS IN UKRAINE THROUGH THE FORMATION OF TERRITORIAL COMMUNITIES ON THE BASIS OF SUSTAINABLE DEVELOPMENT

Abstract

In modern conditions, the problems of rural development are permanent. Solving these problems requires systematic, comprehensive development and constant dedication of the state. At the same time, many strategic documents in the field of sustainable rural development have been developed, but the problems of rural areas remain at the same level. Rural residents, and especially agricultural producers, are interested in attracting young professionals to the countryside, improving rural infrastructure, and creating comfortable conditions that attract new farmers. However, the lack of elaboration of the system of sustainable rural development does not allow for this. Assessment of the socio-economic development of rural areas helps to identify the problems that exist in rural areas and among rural residents, as well as to develop recommendations for further development of the rural economy. At the same time, it is important for all rural areas to effectively ensure sustainable rural development, which allows for their comprehensive development. Comprehensive rural development implies an individual approach to each of the territorial communities, taking into account the conditions for the development of agriculture and other industries, human resources, potential capabilities of the territory and competitiveness of the village. To this end, the paper identifies areas of sustainable growth of the rural economy that allow for effective development of the rural economy and take into account local peculiarities rather than state interests, and can be aimed at changing the strategic planning of rural development. The study examines the process of amalgamation of territorial communities and its importance in shaping the preconditions for further administrative and territorial reform and decentralization of power in Ukraine. It is concluded that there is a need for comprehensive development of rural areas, taking into account the peculiarities of their development, the need to take into account the peculiarities of each individual rural settlement and thus ensure the solution of existing problems in rural areas. It is established that administrative-territorial reform is an important structural component of the process of decentralization of power in Ukraine.
